Stuart ADJUDICATES. Learn your civics, Walter. Stuart is not the King, he's the Supreme Judge. And he cannot decide anything without proper due process. He must hear argument. Both sides present their case. Then he would rule. 

He won't let your funny petitions be heard either, as surely they are not serious enough to summon his Judicature. A Petition must be tiled so in the Re: section. It must provide evidence, as a complaint would. It must not make barren assertions. It must have its proof all right there, for the eyes to see. 

Go back and look at our proceeding against that one fellow.

So, if you want, file a petition, properly named, stating why chain hitting should be allowed in the archives under our constitution, and I will calendar it for community argument. After the argument is done, it will be submitted to Lord Mirsky for resolution by precedent, and placed in the annals of our common law.
